Child Protection Policy

Adopted guidelines for the 2026 ZDS Provincial Jamboree. The three editions below are each the Council’s own text — they are not word-for-word translations of one another, so read the edition you will be held to.

Report it immediately. Any suspicion, disclosure or incident of abuse goes straight to the designated member of the Child Protection Committee (CPC) or the Child’s Rights Corner personnel.

Carry this policy with you

Scan the code to open the Child Protection Policy on a phone — all three language editions, the reporting steps and the hotline. Print this page and the code still works on paper.

If a child tells you something, or you suspect abuse

  1. Make the child safe first. If anyone is in immediate danger, call the PNP on 0998-598-6808. For injury or medical need, call the RHU on 0954-168-3988.
  2. Listen. Do not investigate. Let the child say what they want to say in their own words. Do not question, press for detail, or try to establish what happened — that is the Committee’s job, and questioning can damage the case.
  3. Do not promise to keep it secret. Tell the child, gently, that you have to pass this to someone whose job is to help them. Promising silence is a promise you are not allowed to keep.
  4. Write it down while it is fresh. Date, time, place, and what was said in the child’s own words — not your interpretation of it.
  5. Report the same day. Call the CPC Hotline on 0920-258-1771 and tell the nearest Scout Leader or camp official. You do not need proof, and it is not your job to be sure. Reporting a suspicion is the correct action.
  6. Keep it confidential. Share it only with the people handling it. Do not discuss it in the campsite, in a group chat, or on social media.
Where this comes from

The Child Protection Committee is the structure set out in DepEd Order No. 40, s. 2012 (Child Protection Policy). Under that Order a complaint must be forwarded to the disciplining authority within forty-eight (48) hours, and a fact-finding investigation ordered not later than seventy-two (72) hours after that. Failing to submit an incident report within the prescribed period, without justifiable cause, is itself a ground for administrative action for neglect of duty. A “child” means anyone under eighteen (RA 7610), and also covers students of eighteen or over who are still in school.

Serious cases are also referable to the local social welfare office (MSWDO/DSWD) and the PNP Women and Children Protection Desk. The DepEd channel for this jamboree is 0962-660-6172.
